ROY: Could delay what?
CG: The competition. It has been done in the past.
ROY: But short of that, what else can be done?
CG: Re-compete it and have V&B (Vickers & Benson) win it again.
ROY: In other words, arrange for V&B to win the competition?
CG: Definitely

Andrew had a document to read while waiting for the ban(s) to be lifted re: advertising contracts. If you haven't read it, you should (you were looking for V&B connection to HRDC)
